About Us
Mission
The Legal Office provides in-house legal and compliance-based services to SCCPSS schools.
Core service areas include compliance services, legal guidance, litigation assistance, contract review, legal drafting, document production, policy development, investigations, complaint process management, district legal representation in special education matters, staff training, attorney communications, and stakeholder engagement.
Our commitment is to provide timely and professional service to all stakeholders.
Compliance Services:
Legal Office staff members serve as coordinators and custodians of certain legal mandates and obligations.

Resources:
Information pertaining to common legal concerns is provided through the Let’s Talk Platform.
Legal resources for district employees will be available via the Legal Office’s “Staff Hub” (currently under development).
Complaint Processes:
Many school-based concerns are best raised at the site level with the site leader. However, there are numerous special complaint processes that apply to different matters.
Regulation JCE-R references special complaint process that can apply to concerns raised by students and their families.
The general complaint processes for certified employees can be found in GAE(2), GAE(2)-R and for non-certified employees at GAE(3), GAE(3)-R documented on the School Board Policy Manual website.

Complaints regarding ethical violations or complaints of waste, fraud and abuse can be submitted through the Ethics Hotline.

Former SCCPSS students seeking academic records, transcripts, diplomas, and verifications of graduation/education should make their requests through Records Management. Information on how to request such records from Record Management is available here.
School Board Attorneys
Board Attorneys Leamon R. Holliday and Lester B. Johnson, III, as well as partners and associates in their law firms, are not employees of the Legal Office. These private attorneys serve at the pleasure of the Board. They serve as counsel in student disciplinary hearings and most litigation matters where the SCCPSS is a party including Workers' Compensation and EEOC matters. The Legal Office serves as a collaborative partner and resource for these attorneys.
